Your Role
The Business Operations team is responsible for ensuring appropriate strategic planning and oversight over Clinical Quality. The Strategic Planning and Performance Program Manager will report to the Sr. Director, Clinical Quality. In this role, you will be responsible for strategic alignment and integration across projects/programs in support of Clinical Quality and administrative efficiency. Define projects and initiatives required to support teams to ensure on-time implementation, within budget, and with benefits realized. Assist in the planning and direction of budgets. Manages program(s) from initiation through delivery and monitors for continuous improvement. Organizes interdepartmental activities and may perform operational responsibilities. Participates cross-functionally in business planning to support Clinical Quality outcomes. Responsible for guiding teams, assigning, and monitoring the work of team members, and providing guidance and leadership.
Your Work
In this role, you will:
- Be responsible for planning and implementation of programs spanning across business areas which include encompassing multiple projects, and initiatives, and where analysis requires evaluation of intangible variance factors.
- Ensure the strategic direction of the program is in line and designs strategies for alignment with goals and objectives.
- Assist with budget planning as part of the annual budget cycle.
- Drives collaboration within the Clinical Quality teams to maximize effectiveness and efficiency.
- Ability to interact with all levels including senior management and influence decision-making with proven ability to determine key business issues, develop effective action plans, and implement to a successful conclusion.
- Works with the Director and leadership to establish and monitor unit KPI's and metrics to actual and plan targets; includes developing reports, and distribution metrics.
- Leads execution for all-hands meetings, team meetings, employee engagement, etc.
- Provides support to vendor management oversight.
Your Knowledge and Experience
- Requires a bachelor's degree (master's degree preferred) or equivalent experience
- Requires at least 10 years of prior relevant experience
- Prefers demonstrated experience as a chief of staff or with strategic planning and project and program management
- Strong skills in assembling presentations for executive audiences, including guiding teams to gather pertinent information, determining what story to tell and how to tell it, and understanding what format will work best for various audiences
- Excellent verbal and written communication skills, including the ability to speak comfortably and extemporaneously to diverse audiences, capable of self-management and exhibits a self-starter attitude
- Familiarity with financial planning and modeling preferred
- Working knowledge of regulatory or accreditation requirements within a health plan setting (DHMC, DHCS, CMS, NCQA, etc.) preferred
Pay Range
The pay range for this role is: $ 136400.00 to $ 204600.00 for California.

Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.
