Job Description

This is a contract position with the possibility of extension/career conversion.

This position will work a hybrid schedule which includes a combination of working both onsite in La Jolla, CA and remote.

DESCRIPTION

The Altman Clinical and Translational Research Institute (ACTRI) is an NIH-funded Clinical and Translational Science Award (CTSA) institution that provides the infrastructure to support high-quality and innovative translational research. ACTRI's vision is to translate scientific discoveries into improved health by delivering education, training and infrastructure for clinical research in the San Diego area and beyond. Mike Hogarth, M.D. and Davey Smith M.D. are the principal investigators on ACTRI's CTSA grant. The ACTRI functions under the direction of Gary S. Firestein, M.D., Director, and Senior Associate Vice Chancellor Health Sciences at UC San Diego.

The Refugee Health Unit (RHU) is housed under the Center for Community Health (CCH) and was launched in 2017 in response to the growing number of refugees in San Diego. The Refugee Health Unit's mission is to advance health equity and well being in refugee and immigrant communities through culturally responsive approaches. (RHU) builds cross- sector partnerships that aim to improve health outcomes for San Diego County's refugee and immigrant populations. As part of this effort, the RHU acts as the backbone organization for the San Diego Refugee Communities Coalition (SDRCC), which is a collaborative of 12 ethnic-led community organizations that provide direct services to diverse refugee communities.

The Refugee and Immigrant Health Assistant Director will provide high-level leadership and analytical expertise to advance the mission of the Center for Community Health (CCH) Refugee Health Unit at UC San Diego. This role will focus on developing and implementing policies, programs, and initiatives that address the unique needs of immigrant and refugee communities. The Assistant Director will ensure operational excellence and program effectiveness, delivering culturally responsive, trauma-informed services to underserved populations.

Key Responsibilities:Strategic Leadership: Lead the development and implementation of policies, programs, and strategies. Oversee trauma-informed, culturally responsive service delivery to immigrant and refugee populations, ensuring alignment with CCH's mission.

Fund Development & Operations: Spearhead fundraising efforts, including grant writing and securing new funding to ensure program sustainability. Oversee operational frameworks, policy implementation, and service delivery.

Fiscal Management: Manage budget oversight, contract administration, and financial reporting. Establish systems that enhance fiscal transparency and build capacity for community-based partners.

Program Evaluation: Direct program evaluation activities, including data collection, analysis, and reporting. Co-develop trauma-informed tools and integrate community input to drive program improvements.

Partnership Development: Cultivate partnerships with internal and external stakeholders. Lead communities of practice and peer-learning opportunities to enhance collaboration and build regional capacity.

Operations & Leadership: Oversee staffing, resource allocation, and compliance with UCSD policies. Collaborate with senior leadership to align resources with operational priorities.

Additional Duties: Perform other tasks as needed to support the Center's mission and ensure successful program execution.

MINIMUM QUALIFICATIONS
  • Nine years of related experience, education/training, OR an Bachelor's degree in related area plus five years of related experience/training.

  • Experience working with refugee and immigrant populations, with a focus on culturally sensitive and trauma-informed service delivery.

  • Advanced knowledge of common organizational- or research-specific and other computer application programs.

  • Strong communication and interpersonal skills to communicate effectively with all levels of staff and influence, both verbally and in writing.

  • Ability to use discretion and maintain all confidentiality.

  • Advanced project management skills.

  • Thorough knowledge of organizational or initiative processes, protocols and procedures.

  • Ability to multi-task with demanding timeframes.

  • Advanced knowledge of applicable policy analysis techniques.

  • Advanced analytical / problem-solving skills.

PREFERRED QUALIFCATIONS
  • Knowledge of UCSD policies and procedures, including those related to research, finance, and human resources.

  • Strong skills in program design, execution, and evaluation, including data-driven decision-making

  • Experience in fundraising, grant writing, and managing funder relationships.

  • Advanced degree in a relevant field, such as public health, policy, or administration.

  • 7-10 years of experience in leadership roles within health or social services, particularly with underserved communities.

Pay Transparency Act

Annual Full Pay Range: $85,400 - $156,800 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $40.90 - $75.10

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
