Lake Tahoe Community College (LTCC) announces an opportunity to work in Fiscal Services as the Grants Analyst.

Under the direction of the Director of Fiscal Services, and in coordination with the Senior Director of Government Relations and Grant Development, support grant budget development and maintenance and serve as a fiscal liaison with grant managers to ensure efficient management of grant programs.

Administrative Services provides the campus with essential services to ensure the ongoing operations of the college and serves as the liaison to classified staff. Each of the departments within the Administrative Services provides critical support to ensure continued safe and sound operations of the college. The Fiscal Service department manages budget development and monitoring, accounting, payroll, accounts payable, accounts receivable, and auditing.

APPLICATION PROCESS:
After review, suitable applicants will be invited by phone or email on or around Wednesday, November 6, 2024 to participate in a skills assessment. Successful candidates will then be interviewed by a committee of approximately 3-5 individuals; these interviews are tentatively scheduled for November 18, 2024. Meeting the minimum requirements does not guarantee an interview. LTCC reserves the right to return to the applicant pool at any point during the recruitment process.

Salary Range: LTCC offers a competitive compensation package that includes a starting placement salary of $62,435 to $68,912 annually, dependent on education and experience. There is potential to reach $79,916 annually, through step advancement plus longevity when appropriate. In addition to base salary, this position qualifies for extra bilingual (Spanish), masters or doctorate pay.

Several plan options maintain a zero monthly premium cost from the employee and include full coverage of a gold-level medical plan that, on average, covers 80% of healthcare expenses for a standard population. LTCC also matches 27% of an eligible employee’s salary and contributes it into a CalPERS pension account for qualifying employees.

Work-Life Balance: This position is 40 hours per week and 12 months per year, including summer and winter hours. Hours are expected to be Monday-Friday, shifts will be within center hours of 8 am to 5 pm, hours may vary according to the needs of the program. This position is eligible for overtime compensation (non-exempt). This position may qualify for LTCC’s telecommute program, which allows employees the opportunity to telecommute for up to 20% of the work week after completion of a three-month qualifying period.

LTCC provides a generous leave package including 17 paid holidays per year plus 12 days vacation (with the potential to reach 24 days through years of service) and 12 days sick leave per year. Furthermore, LTCC has made a commitment to full closures during holiday breaks and several weekends adjoining holidays to provide employees the ability to take advantage of holiday and vacation usage.

Description

Definition:
Under the direction of the Director of Fiscal Services, and in coordination with the Senior Director of Government Relations and Grant Development, support grant budget development and maintenance and serve as a fiscal liaison with grant managers to ensure efficient management of grant programs; perform complex and technical financial and budget data analysis on assigned area; prepare mandated financial reports and report results as needed; assist in the development of annual District budgets.

Representative Duties:
Grant Budget Development and Accounting:
Work collaboratively with the Senior Director of Government Relations and Grant Development to support the creation of grant budgets and provide analysis and insight regarding the impact of grant budget proposal on LTCC programs and services.
Create budgets for new grant programs, establish budgeting procedures, and provide support to grant managers and others to ensure compliance with grantor requirements and LTCC fiscal policies and procedures.
Provide ongoing analysis and support to ensure district compliance with grant program fiscal and accounting requirements and, in coordination with the Senior Director of Government Relations and Grant Development, grant managers, and other LTCC staff as needed, support the completion of all required fiscal planning and reporting.
Act as a liaison for grant financial analysis and maintenance between grant directors, the Senior Director of Government Relations and Grant Development and the Administrative Services department.
Provide monthly, quarterly and annual financial updates as requested.
Assist with the timely reimbursement and drawdown of grant funds as appropriate.

Capital Facilities and Finance Budgeting:
Prepare control budgets for construction and capital facilities and maintain online financial system budgets in the District’s accounting management system.
Develop and prepare the annual preliminary budget for the Bond Program Department, all Capital Funds and Bond Interest Redemption Fund; analyze and review budgetary and financial data; asses expenditures in accordance with established limitations; prepare and submit expenditure reports for all state funded capital outlay projects.

General Budget and Fiscal Services Support:
Review budget proposals for completeness, accuracy, and compliance; prepare defenses of budget recommendations for management or stakeholders; conduct cost/benefit analyses to determine program efficiency; maintain expenditure controls
Provide detailed analyses of proposed budgets; research and present budgets’ impact on LTCC programs and services; assist in the development in the initial annual budget building assumptions with direction from Vice President and Budget Council; participate in approval process through shared governance. 
Maintain master document control files for all projects; coordinate payment requests; prepare tax assessment requirements; oversee continuing disclosure requirements; prepare directions for capital project purchase order and payment needs; support project and grant closeout process.
Provide support to assigned grant programs including budget analysis, budget projections, midyear budget maintenance, project recommendations; ensure compliance with state and federal regulations.
Provide budgetary support to Directors and other campus leadership; provide continuing support to areas supported by grants.
Perform analysis as requested and provide recommendations to administration and appropriate parties.
Attend and participate in a variety of meetings, conferences and in-service trainings; serve as a member on committees as assigned; schedule and coordinate appointments with staff, students and faculty.

Education and Experience

Education and Experience
Any combination equivalent to: Bachelor’s degree with an accredited institution and three years of experience with data and financial analysis.

Knowledge of:
  • Principles, methods, practices, and procedures concerning LTCC’s accounting and financial record management and reporting systems.
  • Legal mandates, policies, regulations, and guidelines pertaining to accounting, budget development, expenditure control and fiscal record management and reporting processes.
  • Cost and general accounting, fiscal planning, and audit procedures.
  • Computer accounting systems, systems analysis techniques, computer accounting and financial forecasting.
  • Accounting, budget planning and fiscal record management, storage and retrieval systems.
  • Operation of a computer and assigned software.
  • Oral and written communication skills.
  • Principles and practices of training.
  • Applicable laws, codes, regulations, policies and procedures.
